A small update.

I put back "Slaver Guilds" civic (it's called Slaver Economy) - it took place of Police State as authoritarian/pro-elitist civic, which makes a bit more sense (Authoritarian/Elitist is definetely a Slaver combo). But "Police State" has not been gone, I merged it with "Military Dictatorship" civic and changed it's name for Police State. which kinda makes sense too, since Military Dictatorship and Police State is basically the same stuff.

So, we can conclude that we've got a new civic, without losing practically anything, which I suppose is a good thing.
