Made some of Individualist civics available for Corporate authority.

Re-shackled some modifiers for Elitism. Now Fanatic Elitism makes Rulers more happy instead of Specialist. Mericticracy provides increased Specialist output instead of Rules.

Slavery Civics "Slaver Guilds" and "Labour Camps" both has been modified.

They do not have pre-defined Enslavement ratio anymore, but now allows to set a new policy "Enslavement Rate", from 10 to 20% for "Labour Camps" and from 25 to 40% for "Slaver Guilds" .

Higher levels of slvery for both Civics provide, on one hand, some relevant additional bonus (for example, increased Stability for "Labour Camps"), but also some themed malus (like reduced Unity for "Slaver Guilds").

Added a feature to "Free Market" policy. To point out that Energy industry is privatized, buildings "Energy Grid" and "Energy Nexus" produce additional Trade value, while this policy is enacted.
