A small, but somewhat an important change.

I decided to assign "Meritocracy" civic to Egalitarian ethos instead of Elitist. This comes from my current understanding of Elitism - valueing someone regarding of his acheivements, opposing to Egalitarianism, which is valueing someone reagrdless of his achievements. But what do we regard in this case? I'd say that instead of achievements we regard person's QUALITY. Quality is NOT an achievement - like welath, familiy connections or profession. It's important to note that Quality is NOT based solely on genetic - if we'd value a person only for his genes, that would be an Elitist thing too. But quality is also based on such things as personal effort and dedication. And Meritocracy IS when the most qualified are in power - not just genetically superior. Thus, Meritocracy is an Egalitarian thing, opposing, for example, Patrimonial Aristocracy, which is Elitist.
