Changes to "Industrial Biotechnology" tech.

"Biofuel Plant" building is not limited to 1 per planet anymore, and provides 2 "Biotechnologist" jobs instead of 3. Biotechnologist now produces less of an Energy and a bit more of Goods and Alloys.

Increased the number of special Jobs, provided by different Civics. Due to the reduced total number of Pops, after 3.0, my old numbers became a bit irrelevant.
