-Includes fix for Linux users who experience CTD's from 3.10.4.4

- +100% obstacle clearing speed
-Mining Guild
- +10% upkeep of stations.
- +50% mining district upkeep.
- No reduction to pop growth speed
-Innovative economy
- -1% monthly unity
- No reduction to robor upkeep
