Tired of Rebel nationalists being able to bring your empire to its knees?

This is a mod which makes rebels slightly easier to deal with.

Changes include:
- Rebel army size reduced by 10%
- Rebel army size per tech level reduced by 5%
- Rebel moral reduced by 5%
- Rebels take slightly longer to spawn
- Rebels require slightly more unrest in order to spawn

On first inspection, the percentages I’ve chosen would appear to be relatively insubstantial.

When actually playing the game, this is not the case, since the variety of buffs all working together make fighting the rebels a fair bit easier. I didn’t want to make the mod too overpowered, and choosing these figures makes for an easier – yet balanced experience.

Any suggestions on nurfs/buffs would be most appreciated!
