Comes in most useful as both are a must-have
I also discovered that when running "Both Tectonic Engineering Techs" and "All Distortion Engineering Techs" small glitches would occur with the game when I was playing the Psilons after (but not before) I had researched "Tectonic Engineering" (the first of the two techs covered by the two mods). It seems that the creative ability and these mods don't mesh perfectly, so deactivating these mods when playing a creative race would be a good idea.
