Alternative name: No more free Colonels (hence the picture)!
Balanced Soldier Rewards tones down the power of pre-leveled Soldiers a player can get through various means like points of interest, VIP missions or via buying at the HQ/the Black Market.

But why the effort? Pre-leveled Soldiers are part of XCom 2's comeback mechanics. They exist to make it possible to field trained soldiers even after multiple losses in an ongoing campaign. However in my opinion the implimentation of this mechanism, while interesting, is a bit too forgiving. I had multiple cases like where i lost my best sniper (a Major) and the game gave me an even better Colonel for free. This also counteracts one of the games main design goals: getting you to grow attached to your soldiers as you train them.

This mod changes the following aspects:
In the later stages of the game, the rank of rewarded soldiers gets randomized. Rewarded soldiers can have the ranks Sergeant, Lieutenant or Captain. You will no longer get a fresh supply of Majors or even Colonels if you mess up! This will make the later stages of the game a bit less forgiving, but as it is, the late game is a bit too easy anyway. The mod in its default state does not change the early game nor should it interact with captured soldiers!

The mod supports ini editing, so if you want to get rid of the randomization aspect of the mod, or even want to cheat yourself some juicy early game colonels, go ahead and have a look at the XComBSR.ini located in the mods Config folder.

This is my first mod, so if you find any bugs, just tell me :). Tested this mod and it seems to work fine. It is compatible with ongoing campagins. The mod should be compatible with other mods, as long as they dont change the handling or ranks of rewarded Soldiers. The mod overrides the class X2StrategyElement_DefaultRewards

As the author states, if you have other mods that impact rewards this mod won't work. Here's how to get the same effect. Open this file:

%:\Program Files (x86)\Steam\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\XComGame\Config\DefaultGameData.ini

BACK IT UP BEFORE EDITING!

Search for: SoldierRewardForceLevelGates

There will be 6 lines, with increasing values (3,6,9,12,18,20). In base XCOM 2 / WOTC, Maximum Force Limit (FL) allowed = 20 & is calculated based on your game progression. FL determines many things in game, including what rank mission reward soldiers are. If you don't want Colonels, set the last line value to anything > 20: if you don't want Majors either, do the same for the previous value (18). The more values you set above 20 the lower the max rank will be for reward soldiers. I set the last 2 values (18, 20) to 50 so max rank I see now is Captain. As the FL can never go over 20, if you set the value to more than that, the game will never allow that rank to appear.

Doesn't work for me in WOTC, unfortunatly. Used this mod in vanilla and can recommend it, though.

Gets to the end of the game, has a major specialist with chain shot, wants to get him to colonel to take him on the final battle for Who Needs Tygan. Buys every colonel avalible while trying to get his last promotion. Colonels outnumber the not colonels. Free colonels op.

Is there a mod that's like the opposite of this and makes high-level soldiers always available to purchase? I had a great ironman run that was ruined by a squad wipe of all my best soldiers and the black market offers absolutely no replacements.

@Shimazu Additional Mission types doesnt seem to use the rank generation function i use (the mission only rewards rookies so it doesnt need to calculate ranks depending on gamestate). So there should be no conflicts at all.
