Reduce Food Shortage Within Province Penalty

Description
This mod removed the public order penalty and use -10% of wealth instead of -25% when a single province in food shortage, just for province , NOT faction . Thank you for your subscribe

If you don't want any penalty, you could choose this edition made by @Han Yolo, The mystic meatloaf

So, this mod works after you skip one turn BUT this mod canceling every effect of edicts in your provinces, so I do not recomend this.
