Stop whining, there is still food!

Description
When a province runs out of food, it gets -25% wealth and huge public order penalties even though you have loads of food. It's ridicolous. This mod changes it, the effect still exists but it doesen't have any negatives.

Save compatible.

@LizardWithAHat Very well, I'll look into it at the nearest possible time. In the meantime you can try RtyCCSR2291's mod, it also removes public order penaalty but switched -25% wealth into -10% wealth.

@LizardWithAHat Interesting, i had the same problem before releasing but i managed to fix it... Perhaps try to validating integrity cache with attila, if that wont work ill look into it.

sorry my friend, the game crashed on startup with only this mod enabled, gave a notification about how mods arent playing well together strangely tho even though this was the only mod active. i believe this may be a fault on the mod this time around :(

@LizardWithAHat As far as my knowledge go this mod should be compatible with every mod that doesent change public order and wealth penalty. Try launching mods one by one.
