Actually the english culture is partly based on french culture, as the english culture emerged from normans and anglo-saxons emerging, and the norman culture was based on french and norse culture
No, what makes you think the English are even remotely French? We have latin words that come from academia and a very few french words passed on from the Normans (who weren't completely french). We are a Germanic, not Latin, and we hate the french and the french hate us.
