Gotcha! I will start with this and Xenon Quality (Economy) first, then scale up/down from there. Thanks!

Yep. It will allow Xenon to produce ships much faster and more often, but they are still limited by the hard limit to their fleet capacity like other every faction.

You could combine it with a mod like Xenon Jobs+ to also increase the limits, but both mods together might be too much depending on your difficulty preference.
