Ratfolk Civilization made playable. Requires the original Ratfolk mod and the updated Ratfolk Graphics mod.

Original Ratfolk Mod

Ratfolk Updated Graphics mod

Ratfolk have their own Noble/Position titles, such as Rat King or Warren Founder.

This mod changes the animals available to Ratfolk to increase the distinctness of their civ.

Their animals are: Large Rats, Giant Rats, Naked Mole Dogs, Hungry Heads, Voracious Cave Crawlers, Trolls, and Platypuses.

The tamed rats have their lifespans extended to 5-10 years.

Giant Rats, Cave Crawlers, and Trolls are trainable for war.

Giant Rats are Wagon Pullers and pack animals.

Large Rats replace cats as vermin hunters that adopt owners.

Having a civ have children is as simple as adding the BABY and CHILD tokens to their creature raws. BABY determines when they transition from baby (from when they're born) to child, so [BABY:1] would mean they go from being a baby and completely dependent on their mother to a child who can perform chores at 1 year old. [CHILD:5] would mean they remain in their child age until 5, at which point they would become full adults. If no dedicated child graphics are defined, they will automatically use their adult graphics if I'm not mistaken.

As for adding the graphics, I only added them to the Naga civ because they were like that in the original mod, just lacked graphics. Maybe one day i'll go and add children/graphics to the rats and gnolls though.

I'm afraid not, my modding abilities are pretty much limited to the level of unlocking factions in Rome Total War or something.

I might be able to have "children" appear, but they would have adult graphics.

Perhaps you could ask Mcnuggy who made the Ratfolk updated graphics mod. I believe it was them who added child graphics for the Naga Civ.
