Steel Plate Mod

Description
Plate carrier with a steel plate. Much more durable than the ceramic plate, but is heavier. Provides level III protection.

Adds (and shows how to add) a new armor type.

Needs a %50 chance to damage the player by up to 3/4 from spall going into your legs or neck from a deflected round.
