I noticed that enemy can not be killed with one bullet when they are alerted(Red ! on head), is this intended?

@Mumblez, thats how I did it firstly, but for some reason player still got one-shot

My GUESS is something like pumping the armor effectiveness to the nth degree, like GOD TIER ceramic or somthing, but make its durability basically 0. That way it stops any bullet, BUT breaks instantly?

Armor is useless? IIRC masochist armor COULD stop a single bullet, or 2 with 3a armor, but still
