Fall of the Republic (1.5) - Increased Base Income Sub-Mod

Description
Since the original author, at least for now, has abandoned the mod, I decided to update it.

My version is a bit nerfed, as it just doubles the base income of all planets.
If anyone is interested in a tripled version, like the original was, please let me know.

This mod only works for Fall of the Republic 1.5.

I think double income was the right call. triple was fun but got kinda painful in the late game when the AI would just keep throwing these HUGE fleets at you.
