This mod combines two mods - Roads as Buildings & 17 institutions - into one compatible

This mod is a standalone combination of Roads as Buildings & 17 institutions mods that allows these two mods to function together, eliminating "tech requirement 0" message and allowing to build buildings while having more institutions.

Also I dont know if this is intentional but road networks cost dip level 32

a lot of the buildings are missing and it says railroads & canals require tech 0 :(
