Just tested by using the console mod to control 3 non-bastion provinces as the eastern riverlords and making my faction leader max level. The quest popped after a few turns.
There's tons to empty script in the mod, to overwrite those in the main mod. The one you want is "script/campaign/mod/wwd_story.lua"
You'll have to confederate the Burning Wing Nomads/Southern Provinces, or use the Base choice in the event.
The other options is either to edit the script in my mod yourself, or to use the console mod:

agent champion meihouwang
He'll have a random name, you can rename him by selecting the rename option by mouse hovering him in the army menu.
Murranji's Great Bastion Expansion Mod doesn't interact with Walk with the Dragon events. If you still see events from Walk with the Dragon when using this mod then you might have touched the load order. By default, if you haven't touched the order, my mod would be above all of Deer24's mods, if it is not, script-triggered events will still happens. If that is the case, move my mod or sort by "all".
Doesn't seem to be any overlapping file in my patch and this SFO patch, so they should work fine together.
