Military Public Order Bonus

Description
This is a very simple mod that gives public order bonuses to most of the military buidings of each of the 4 cultures whilest trying to maintain the buildings context within the overal game.

In short what this means is whilst Roman, Hellenistic and Eastern factions function pretty much the same, as they all share formalised millitary institutions (Barracks, Garrisions, Stables etc.), Barbarians who don't use formalised millitary institutions don't get as many bonuses, in fact the only one I've edited is the port chain by removing the squalor and adding a public order bonus. In terms of balance, I feel this works quite well as Barbarian factions get more buildings which provide public order bonuses.

Further to the above, the Aux. chain for Hellenistic and Roman has a slightly lower public order effect; this represents these not being true citizens (so less respect from the citizenry and as such less authority).

For the Eastern cultures the main infantry chain functions the same as the Roman and Hellenistic cultures, but the Stable chain is more representative of the type and size of the garrison provided at each level.

This all translates into the following bonuses for the general cultures and some more specific factions:

So I thought the global bonuses were removed by CA for a while, until I figured out they weren't, but instead it was caused by this mod.

For anyone that's considering this mod, note that:
- This mod REMOVES ANY ECONOMIC bonuses that natural resources give (gold villages no longer provide a 5% bonus to mining faction wide, for example)
- This mod REMOVES UPGRADING NATION WIDE. (If you have a blacksmith and armor smith in your empire, but your units are not in the province of said smiths, you CAN NOT upgrade your units)
- The above point ALSO counts for HORSE and SHIP upgrades.

Personally, I will stop using this mode because of this. The minor public order bonuses this mod gives do not weigh up to the loss of all those economic bonuses.
