Something closer to 5-10% would feel more balanced with the vanilla mechanics (as plain chaos trolls spawn at 4% lol) but I understand the need to have these immediately and consistently recruitable so I would personally be satisfied with some kind of button, switch, or other voluntary option (maybe a Gift of Chaos or building for the veneer of balance?) that causes that system to activate with a rate of 100% later in the game.
I don't know how involved it would be for you to make/import an adjustable toggle for which turn/how often they appear using MCT (perhaps using the framework of an event popup like Coin Fusion) as a catch-all for balancing, but if that isn't possible then a one-use button like Fully Randomized Start Positions or Customize Starting Units to activate this mod later would be enough of an artificial barrier.
