Vocal Diversity Overwatch voice with Consulcast interval

Description
Adds the interval signal tone from the Consulcast to the Overwatch voice from the Vocal Diversity mod.

Does not replace Nova Prospekt voices, as it is intended to be used in conjunction with RizGBlue's Dishonored voice to create a unique Nova Prospekt Announcement System.

i WISH someone would create a consul mod like that especially since that seems to be exactly how the consul is in the actual beta.

This got me thinking, you could probably also do a consul styled breencast by adding that interval and having the russian breencast lines play rlly quietly + pitched up under breen's speeches.
