The K-38 Spaceplane has everything needed to operate in both environments. It has almost an hour of flight time in the Atmosphere, it has about 4.5 minutes of burn time in Space so it's best to keep an eye on your Oxidizer when in Space. And to manually switch Modes on the Engine as needed, do not wait for the Auto Switch even if it is set to Auto.
The thing is a Feather and that is enough Juice for multiple maneuvers. It can land on rough surfaces and does not require a Runway. It carries enough Monopropellant to make 5 or 6 attempts at Docking in Space. It also has a Guidance System so any Kerbal can fly it like a Pro.

Break out the Joystick.
The Qualification Rig also doubles as Transportation and it has several Targets programmed as Launch Sequences. Point of reference is the Launch Pad at the Space Center.

Turn SAS and RCS to ON, then go to full Throttle and just pick a location.
