The one which Spiritualist pops can be given in the situation.
It's not nearly as strong as Universal Augmentations, but it's much better than a random basic cyborg trait.
Obviously this isn't perfect but it does get the job done. If you are interested in discussing further and would like the fixed version of the cyborg traits doc I made shoot me a friend request.
I think one alternative is to make auto-modding cheaper (1 point instead of 2) after completing cybernetic ascension. Using a OR with all three possible country flags from the bazaar civic seems working.
