Military Sniper But Balanced

Some minor nerfs to the Military Sniper in various areas to make it more balanced relative to every other weapon in the game.

- Fires slightly slower and deals less damage per shot; it can still one-shot commons, but isn't as effective at Tank shredding
- Less accurate at all times whilst unscoped, particularly while running or jumping
- No longer has infinite penetration, and can instead penetrate up to 2 infected out to a moderate distance
