bc it simply isn't possible at all
considering how HRT has already implemented some pretty insane stuff like the gas, meds and drone, if it was possible to tase enemies into surrendering, i'm pretty sure it would've been implemented a long time ago
thats what Im wondering. The enemy AI has the ability to surrender, so why cant the taser be scripted to trigger that surrender state?
it's a limitation of the base game
there's no way to non-lethally incap enemies rn; taser being a one-shot kill is the closest you can get
enemies can surrender tho, but only under very strict circumstances (no reachable weapon pickup in a large radius, unarmed)
