Rimatomics-Disable Build Tutorial

Description
because we already know how to build the reactor.

Remove the tutorial steps for building a nuclear reactor from the Rimatomics research project.
Once the reactor core construction is complete, pipes, cables, turbine, cooling systems, transformer, and reactor control console will all be unlocked.

Would you consider adding the "Gather weapons data" steps for most of the weapon buildings?

Thanks for this - it's a small change, but it's really nice to be able to setup the build for your reactor all at once instead of trying to remember how big each piece is.
