Adds a Commissar skill tree to the rouge trader in the barotrauma 40K mod.

Skills in the talent tree are

Tier 1 skills
Penal colony: assistants are 30% cheaper when you hire them


Tier 2 skills
No retreat: Gives minor combat buffs to nearby assistants. If you execute a assistant (kill them) entire crew receives large buffs related to combat and will not go unconscious for the duration of the effect.

No slacking off: Gives minor repair buffs to nearby assistants. If you execute a assistant (kill them) entire crew revives large buffs related to repair and movement speed for about 2 minutes

Tier 3 skills
Cains luck: When you have not been attacked for 10 seconds the next enemy to attack you will "trip on a rock." (They get temporally stunned for a short time).

note: Cains luck doesn't work on enemies with high stun resistance

Tier 4 skills
FOR THE EMPEROR: When you die your crew receives a large amount of damage resistance for about 1 minute.
