Remove SFO factionwide unit caps for AI

Adds 500 unit caps to all AI factions. Thanks to zach for reminding me there was an easier way to do this, so this is now save game compatible and will work from turn 1.


This essentially allows AI to have their factionwide caps removed, while still holding the player to the normal limits. This will make your campaign more difficult.

This will not affect army caps for anyone.
