Councils, Revolutions & More (Shadow Megamod)

Description
This mod combines the features of my two released mods (The Barbarian Revolution & The Council of Greece) and will contain any future mods I may end up making! Currently, it's an overhaul of Greece & the Barbarians.
Please note: it is not unlikely that certain features or balance changes from any mods, past or present, that I add to this megamod may be missing. I'll do my best to keep it as close to the original mod I've made though!

Current major features:

11 New Factions
A Greek "Senate" system
A mercenary recruitment system inside cities (primarily a Syracusan exclusive!)
Improved Barbarian settlements, including many Tier 4 & Tier 5 buildings, that has a more exciting endgame
New units for each faction! (Primarily thanks to Danymok's Rosters Expanded! https://gtm.steamproxy.vip/workshop/filedetails/?id=2799858239 )

Minor features:

Small nerfs and buffs to many factions & units
Slight starting position adjustments for Britons, Gauls, Germans, Greek_Cities, Scythians and Parthians
Greek_Cities is no longer playable - replaced by 8 Greek City States!

Known issues/bugs:

When starting up, an exclamation mark and empty error box come up, ignore it, it does not cause crashes to my knowledge but I cannot find where to fix it.
If you use Vibrant colours, all Unit cards will appear as peasants. Please use Realistic colours in the graphics settings.
When queuing a number of Barbarian buildings not in the vanilla game, they will use the "Army Barracks" default texture whilst in queue. Unfortunately, I do not know how to fix this.
The mod is only localised in English, therefore it will only work in English.

Hope you enjoy the mod, feel free to tell me if you come across any bugs!

This mod is so waited for :D
I love it, if it is possible, it would be sick with a bigger Carthage aswell.
Carthage's proper size from this timeperiod that is.
Anyway thanks for the great work!

Its a very cool mod, but I have a question.
Why do Spain has no "bare chest unit (other than the naked fanatics)
Nor they have archers
Neither the Berserkers waere given to them in this mod (and a very similar mod) I mean, do Spain feels less loved? I feel its very neglected. They to deserves to have badass looking warriors with warpaint on them and at least archer warbands.

Please, give some love to this very underrated and ignored factions.
You did it for the Baltic peoples, which we have barely any records from classical sources, why not Spain? All European barbarians had very similar tribal clothing for war

7. While the Celts aren't exactly historically appropriate, what part of Rome TW is? The issue is the same as the Balts, unlike Britannia, the only way the Celts have to expand is into Britain, therefore usually getting steamrolled by the much more powerful Britannia.

8. The Illyrians are too powerful in my opinion, when historically they tended to stay around the Illyria area, raiding into their surrounding borders. They are essentially Thrace, but flipped, instead of a Hellenic Culture with barbarian influences, they are a Barbarian Culture with Hellenic influences, I love this, but even Thrace, who tends to traditionally fail to expand, but is never stomped on, gets absolutely stomped on by Illryia, however when in battle against the player, they seem to be weaker than Thrace due to their unit discipline.

thanks for coming to my TED talk

3. A minor issue with Greek navies, the ships on the Campaign map will be invisible, but not completely, their banners are still visible, so you can still see them.

4. Macedonia has always had a struggle for survival, but now with the added Greek factions and less land for Macedonia to expand to, its basically impossible for them to remain.

5. This mod makes minor changes to the Senate system in order to make it fit with the Greek factions, most notably adding more seats and changing the position names and character benefits. The issue with this is that it also overwrites the Roman Senate, so now Rome will have the Greek Senate positions instead of their own and original.

6. The Balts seem to be another Dacia, positioned in a similar area (North of Dacia) they tend to be destroyed quite early on when completely surrounded by more powerful factions.

2. The Greek Factions are weird, most of them fail to expand beyond their starting cities, they are too afraid to march through their allies lands, fail to have a sustainable economy to go to war, recognize that they have too many enemies due to the nature of the senate alliance, and are too afraid to attack larger factions, which is the case with most of them as they all start with 1 settlement, so they just kinda bumble around in their own lands, most of the time keeping their army outside of the city and letting it riot. Rhodes seems to expand most of the time, and on rare occasions Pergamon will replace Rhodes as the leading Eastern Greek Power. Massilia can sometimes expand, but they are sandwiched between the massive Gaul and Powerful Julii. Athens seems to lead in Greece, unless you play as Sparta, but they tend to fail to expand any further, and the other factions never seem to do a thing.

I Love this mod, the changes to the Barbarian factions, more in line with BI's added depth, make those factions feel much better to play as, as well as the added factions and independent Greek city-states it makes for a varied playthrough.

I have many issues however (that probably won't be fixed, so take this as a "before you download"). So many that this comment will be broken into 4 Parts due to the character limit, sorry.

1. Barbarians can now expand into Larger Settlements, but it seems that its purely for Economic sake as loading a Barbarian Large City or above in a Siege, defense, or city view will crash the game. This is my biggest issue so far, and could very well be specific to my machine.

Cool mod! Makes the campaign more enjoyable.
Two questions:

1. How to make greek ships fully visible?

2. I like to use the city viewer to look at the cities. I noticed that for the Greek cities (new factions), no people are walking around. Is this a bug, and can it fixed?

@ShadowCrystallux to fix the problem with ships, you need to edit descr_character
