Rising Powers: An AI Overhaul

Description
NOTE: This is compatible with 1.7.

Are you tired of the world looking pretty much the same by the end of every playthrough, rising powers never expanding their territory or trying to become recognized, whole parts of the world never getting into conflict with each other, governments and rulers having no impact on AI foreign policy? This mod fixes all that to provide an improved AI that results in more interesting playthroughs as the world is shaped very differently throughout each game.

Highlights
  • A new AI strategy called Rising Power is available for countries that are major or unrecognized major powers. This greatly increases their aggression to become powerful enough to reach Great Power status and will actively attempt to become recognized.
  • Other AI strategies have been reworked. The main one is territorial expansion where countries will ACTUALLY declare war to expand and be a bit more reckless in who they decide to attack.
  • The traits of your ruler and which interest groups are powerful and/or in government will affect the foreign policy of the AI. The leader of a powerful interest group in government will also affect foreign policy with their traits. These range from how reckless they are in who they attack to how willing they are to attack at all.
  • Jacked up the infamy cost of subject diplo plays and the sway cost of offering a subject war goal to prevent the great powers swooping in on all the new wars and making the target their subject.
  • I also changed the weights for how likely it is to get the unify Italy and Germany ai strategies as historically the old aristocracy and monarchs were against it. It can be affected by which interest groups are in government and/or are powerful, if you have researched nationalism and pan-nationalism, and if characters like Otto Von Bismarck, Garibaldi, and Mazzini are in your country.

Mod Compatibility
This is compatible with my other war mod and flavor mods for Persia and Afghanistan. If you use my flavor mods, just make sure the flavor mods are below Rising Powers. Should be compatible with anything else that doesn't affect who and how often the AI wants to declare war.

loved this mod when it released still check every month or so to see if its been updated. I know its not really anything worth your time but I'd donate dinner to you for a nice mod update lol

@Luck_88101 I didn't notice that. Is anyone else using the mod experiencing countries not forming power blocs? Or can you confirm that they are forming them in your games?

@Grave Check the traits of the leader, the powerful interest groups in government, and the latter's IG leader traits. That affects willingness to go to war in my mod. Intelligentsia is less war and armed forces is more as an example.

have tested over multiple runs and i feel that nations with expand territory focus sometimes dont do anything at all even being unfriendly with all nations around them. Zulu as an example where they will sit there the entire campagin without doing anyhing even Orange and Transvaal kill eachoder where their armies have bleed out and can easily be overthrown.
