Description
Masterworks of Vaul's Anvil - Unit Upgrades for High Elves

I made some upgrades weaker and all of them have higher upkeep cost.

I reworked Splendour. From now on you have an unlimited cap and you can gain it via Forges and Major and MInor settlements. This way I feel like it will be more compatible with other mods.

I also made it compatible with the Merwyrms mod.

Out of curiosity do you happen to know why some races don't have their respective upgrade recourses visible anywhere in the ui? High elves and wood elves can't see how much splendour or favour they have.
