FIX Rogue Servitor can receive refugees

Description
NO LONGER NEEDED IN 3.11, FIXED IN VANILA

Simple mod that simply adds a single line that allows Rogue Servitors to actually receive refugees.
Where before they couldn't because only pops with Full Citizenship and Residents rights were allowed to settle, now with an added citizenship_organic_trophy line Bio Trophies can settle on rogue servitor worlds.

Please make this vanila, paradox.

It is not Ironman compatible and modifies checksum

3.6.1 compatible

May be incompatible with mods that edit lines is_valid_refugee_pop and has_any_habitability in 01_scripter_triggers_refugees.txt file

I vaguely remembver ages ago receiving refugees as a RS, when did they break it?
