Workaround for Invincible Civil War Countries

UPDATE: As of version 1.1, this bug is fixed in the base game, so this mod is no longer needed.

In version 1.0.6 and earlier, there is a bug in the game where, if a country gains independence through a civil war, it becomes impossible to declare war on them for the remainder of the campaign.

This mod has two features aimed at solving this problem:
- It does a monthly check for countries that were born from a civil war, but that are now at peace, and "refreshes" them. The refreshing process creates a new country using the old one as a template, then annexes the old country into the new one. The new country will be a valid target for diplomatic plays.
- It pushes stalemated civil wars towards finishing. If both sides in a civil war have 0 or less war support, it starts subtracting 8 war support from both sides each month, which should force the war to end within roughly one year. Civil wars where a player is the war leader on either side are exempt from this feature.
