Description
Makes events not target outposts with no pawns.

Any owned tile with less than 5% of the wealth of wealthiest owned tile is considered an outpost.

Hello would there be a way to be compatible with non-destructive grav launch ? Event keep happening on abandonned settlement when I do it with the gravship.

it seems like it doesn't affect quests that are specific to a settlement that should be considered an outpost? can you confirm
