Snuggy's Biotech Tweaks

A collection of tweaks of things that me or my friends found annoying in biotech
Currently only does 2 things but i will add more features as i feel needed.

Removes the penalties from mechlord armor and adds new bandwidth implants

It reduces shooting accuracy and melee hit chance, for some reason
