No, Festus isn't moved by this mod.
I should have also read the thread before moaning first as see now it was mentioned previously.
I do love the mod however much prefer the changes.
As for the Manfred AI, this is also a known issue, I've tried a few things to force him to be more active but I think it is something that has to do with his personality AI around Nagashizzar itself
So something is up with their start positions.
I've noted that since a few patches ago manfredd seems to do nothing, his initial army loses to clan carrion and then his faction just sit the entire game passively in Nagashizzar.
I've even tried giving him the bay settlement thinking it might draw him out with Imrik.
Not sure what's changed, when Imrik was in the dragon isles he was fairly active and would expand and declare war on me.
Also tried a player campaign with him and if you do he still starts in the southlands and you have to trek up to Nagashizzar taking a lot of damage due to passing through others lands unless you stop to attack each faction.
