Small Multi-Purpose Rescue boat

Description
(Update 6/9/2024, no change notes (there were many changes) besides picture updates)

Added support for a new attachment, the Tsunami Attachment:

Boat is very useful, but it tends to start fired on the bottom, but it isnt an issue cause the fire gets extinguished the second it occurs.
