No agent recruitment

Description
This mod disables every faction from recruiting agents.

This might not be a fun or creative mod, but I get tired extremely quickly when I have to micro every single agent and lord skill tree. Thus this mod disables agent recruitment making all AI armies tougher as they focus more on unit recruitment. Agents will however still spawn via random events.

Be careful, this mod greatly increases the movement range of generals. This is a modder's mistake.
