If you mean "can you add the redesigns as new tattoos rather than replacements", no, that's not the goal of this mod. But you can also do that with a local copy of the mod. The XML for adding tattoos is really easy to figure out.
To each their own, personally the redesigns being so different is a big selling point of this, since IMO the vanilla tattoos are very ugly.
Can you change the colour of them normally? This is a retexture. It is only textures. It doesn't add any new mechanics.
