Holy Orders Restricted

Description
Simple mod that restricts the creation of Holy Orders till after your religion has unlocked Great Holy Wars (Crusades, Jihads, etc.). No more Knights Templar formed by the Pope in the early 900s with Catholic rulers able to call upon 4 different Holy Orders numbering around 5000 men by 1000 AD.

Naturally this also means that faiths without the ability to have Great Holy Wars can not form these militaristic Holy Orders. You might not like it but I think it makes sense to some degree.

Not compatible with mods that affect the Create Holy Order decision.

Unfortunately it seems this is not working anyome. Pope called for a Crusade on Jorvik and there are Templar Knights in year 887 in my actual game with this mod Active.

@Dizzy Ioeuy I dont see how. I dont change or add any code that would prevent the decision from being taken twice. Far more likely the AI simply arent taking it. Swap around and see if the decision still appears for other valid catholic characters.

Installed this and am only seeing one order (templar) ever produced. Could it be related?
