Thanks for the help and getting me thinking on what it could be!
The only thing that I figured is wrong is either Puzzle3D, Puzzle Illustration, WDG2, or MTU. Your mods worked with MTU in the past so it must be the other 3. I'll start to experiment turning them off and back on 1 at a time.

Use this mod and put it above all others, it won't change anything, but makes sure that all your events are executed in order.

in the cdir_events_incident_payloads_tables you have the only important line which contains all the info about the character. SUBTYPE[3k_general_fire] change fire to the element the general is. Then you have the same as before CHARACTER_TEMPLATE[character_id_example]
I don't know how to create Huang Shao.

Be aware that yellow turban generals lose their entire skill tree if they are in a Han faction, and you reload your game.
