They can walk around the city, sit on benches, and enter some interiors. There are also police, gangsters, and civil defense in the city, you can adjust their number here: Q -> Options -> Background NPCs -> Active NPC Groups, there may also be armed conflicts on the streets. Remember that a large number of NPCs (~70+) can eat up your FPS, so try to find the perfect balance for your PC.

• Make sure to subscribe to all the required addons, these paths are not very useful on their own.
  
• Be aware that the "Teleport NPC" option from Background NPCs can result in pedestrians sitting in the middle of the street, due to it teleporting them sitting off a bench.

Also, Background NPCs combined with Decent Vehicle addon can spawn vehicles that drives around the city!
