Battle terrain modifiers reworked around speed

Description
This mod removed "hidden" combat terrain penalties or buffs and places them with speed modifiers that are much easier to notice and more fun to play around.

This means that you no longer need to draw enemies into your specific terrain type, or that you are severely weakened when you send your units into a penalizing terrain type.
The modifiers are as follows:
Base infantry: -25% speed in water
Base large units: -25% speed in forests
Forest stalkers or other forms of forest fighters: +25% speed inside forests
Aquatic infantry and large: +25% speed in water

This should enable more strategic mobile warfare play in battles where you use positioning to your advantage, while not being penalized for the enemy camping in a terrain where you get a fixed combat debuff.
In effect, this removes a camper like element from the game and replaces it with an elegant mobility focused mechanic.

Keep in mind that compared to other cavalry units, yours are not slowed in the forest, so no change is still extremely effective

This mod and the other one is exactly the same, I'll double check, but maybe there is a speed limit to units, I've heard legend of total war talk about a unit speed limit, so maybe some cavalry can't go faster

It looks like this mod only affects big forest stalkers. Like treeman i guess. Tooltip for forest looks like yours, but it says (Forest Stalkers Large), not (Forest Stalkers). And i didn't see much speed change. Maybe i'm doing it wrong and i need your other mod too?

I personally don't understand why the devs felt the need to add more penalties for units inside certain terrain types, it isn't like melee units are so powerful we need some kind of extra high ground mechanic to give people another reason to only use ranged armies
its a dumb base game mechanic that encourages even more camping
the worst part is, you can't even see it on the unit cards, meaning your units will get slammed in melee without you even being able to see it
