This submod adds nothing to your game... UNLESS YOU ARE ALSO A SUBMODDER!

This takes empty parts of the map and adds some basic provinces / states to make submodding easier. Provinces are split into separate air zones (based on American states and Canadian territories) which should make it easy to pick an empty part of the map and get to work.

I have left the middle of the map empty for now (as the OWB team will be filling that part of the map soon), but I might go back and add more territory as I need them.

Some notes:
* I removed some provinces from the old map, so check the error log and use those province ids if you add more provinces to the map
* I left my notes (with state ids, prov ids, and the province names) in the mod to help you
* Feel free to copy my files directly, just throw me some credit on your submod once you are done :)
