Polygonal Stopwatch

Description
Adds a new passive item to the Shop, Greed Shop, and Crane Game pools called the Polygonal Stopwatch!

The Polygonal Stopwatch stops enemies when Isaac doesn't move, meaning you can plan your actions more carefully. Though, bosses and projectiles are able to resist the effect, only being able to be slowed.

...so how about that weather? SUPER HOT, am I right?

Loved the idea but unfortunately killed me on a Tainted Judas run because ULTRA Pestilance invisible toxic aura persisted after dying. :(

Yeah, tried taking it and dying from a black market, both continuing and exiting the run, and I didn't crash. Just must've been something else, I guess

perhaps, because when i mess around with isaac i do crash a good amount, to be specific it was from a black market deal.
