Superior Education School Upgrade

I created this simple mod as I was puzzled why the school building could not be upgraded like the School Spire.
This mod was created with SkiRich's Career Ai and Nasa Education System running and was tested in a new game / several loaded games and no conflicts found (latest game version as of 5th June 2021)

Cost: 5 Electronics - Default cost for School Spire is 10 Electronics.

Script: Uses ingame script for the School Spire Superior Education Upgrade therefore requires Martian Education to be unlocked.

Conflicts: Any mod that modifies the building template DIRECTLY will cause conflicts. I am not using any such mods nor have any inclination to do so but if anyone is - use the Superior Schools Mod instead as that adds a new building after Martian Education is researched.

Changes: Other than the Superior Education Upgrade no other changes.

I have included the UI files incase anyone else wants to play around with this mod i.e. tweaking capacity etc.
