Leagues in Netherlands are changed to BeNeLux Leagues. You must play in Netherlands if you want play in BeNeLux. Belgium leagues are broken.

"Royal plays in the highest league" - choose Mouscron and promote to DAF Kampioen Liga in your first season.
"Luxemburgish power" - choose Fola and win DAF Kampioen Liga. You have 3 seasons.
