It was based on 19/20 table of Jupiler League. No, teams from Belgian lower leagues can't get promoted to BeNeLux system and that's what I meant.

Why is Anderlecht in the second Benelux league instead of Mechelen or Charleroi? Also what do you mean by Belgian leagues are broken? Can Teams from the current Belgian lower leagues not get promoted into the Benelux system?
