Space Elevator (Rebalanced)

Description
Changes how Space Elevator work.

I have slowed down the space elevator from doing 12 trips a sol.
Now it only doe 2 trip per sol. This means you can actualy see the full functionality that the Surviving mars put in to this building, that was almost invisible before.

Other changes
Import price reduction is only 25% down from 50% from original.
Export rare metals has been limited to 30 per trip down from 1000.

Nnecromancers on mars ? -- Space elevator now takes 1 soul to go up and down to space, and is limited to exporting 30 rare metals per soul and the price reduction is changed to 25%.
