Nerf Towers and Boiling Oil

All this does is adjust the balance of towers and boiling oil a bit - eg: for players with unit size set to small who feel that multiple towers in a settlement tip the balance against them drastically, and that boiling oil is a bit like walking through a screen of deadly lasers.

This mod increases the average "half life" of units under missile fire from towers, reduces the damage done by boiling oil and improves shielded/armoured units' survivability when passing towers.

This is principally a test of the workshop functionality for me, to see how I feel about using it, and to walk an esteemed associate through making her first mod. :)
